James Lorimer Graham was the fourth Duke and seventh Marquis of Montrose. At this time he was the Marquis of Graham. He was a statesman, serving as privy councillor, a commissioner of the India board, lord steward of the queen's household, chancellor of the duchy of Lancaster, postmaster-general where he was involved in several important changes including the Electric Telegraphs Bill which put the telegraphic communication system in the hands of the post office and also Chancellor of the University of Glasgow.
