Reading in part, "A little while ago I had an indirect offer for my common-rights in the Parrish of Rugely which I suspected to be part of Ld Anson-You once desired that, in case of inclosure, I would give you the preference. I would willingly do that in all uses...My inclosure may indeed be delayed a little, for it is not possible that the country can exist without an Inclosure Act, comprehending all Great Britain and Ireland. If the Americans are prohibited by their Government from supplying Portugal with corn, as seems certain, we cannot do it without a general Inclosure..."
