The letter traces the diplomatic claims of Great Britain in Alaska and goes into detail about the 2 contested parts, the "Portland Channel" and the parallel 50 degrees to Mt. St. Elias.
He is grandfather of John Foster and Allen Dulles. He was also TR's head commissioner in the negotiations on Alaska-Canadian boundaries in 1903.
