Published without imprint on the title, the Report begins by quoting the preamble of the Declaration, with the unnamed author continuing: "These self-evident truths, thus solemnly promulgated, and always admitted in theory; at least in relation to ourselves; are well-known to be partially denied or disregarded in most sections of the union, in relation to the descendants of the African race..."
The report appeared within the Minutes of the Seventeenth Session of the American Convention for Promoting the Abolition of Slavery (Philadelphia: Atkinson & Alexander, 1821), on pp. 50-55, but from a different setting of type. The Minutes, however, record that the report was drafted by a committee consisting of Evan Lewis, James W. Murray, Thomas Earle, Edwin A. Atlee and Jonas Preston. The present edition, with pagination in 8pp., is by all appearances a separate edition, perhaps printed by the convention printer. Scarce.
