Cooper wrote several articles in the 1830s for Naval Magazine, contributing to a national conversation on how best to outfit and train the U.S. Navy, among other things. A note in the hand of Susan Cooper on a separate slip identifies it as being from an article on manning the Navy from 1834 [sic], but the text for that article, "Hints on Manning the Navy" (March 1836), though expressing similar sentiments, does not include the text here, suggesting it might be from a draft, or from another article on the same topic. Susan Cooper's note also reads "Hospital Fair / Cooperstown 1867," to which she evidently donated the fragment.
