Official report, on oyster fishing, shrimp, turtle and terrapin, with considerable anecdotal material, by I.P. Kibbe, Texas State Fish and Oyster Commissioner. “I cannot refrain from a few remarks concerning the possibility of the fresh water rivers of Texas, and the scarcity of fish therein. The scarcity, it appears, ican be attributed to the wanton destruction of fish by means of […] dynamite, and other explosives, as well as by nets, traps, and other illegal devices.” Kibbe advocates an extension of the authority of the commission to include fresh water rivers and fisheries, and the appointment of game officers to enforce the laws of the State for the protection of fish and game.

With a section on tarpon, “this grand old monster of the deep,” with discussion of habitat, and the rise of game fishing by sportsmen. “This great sporting fish has attracted so much attention that a tarpon fishing club house is being constructed by noted capitalists at Tarponville on St. Joe Island.”
