Written during the debate leading up to passage of the Tory Schism Act of June 1714, which required that all schools be licensed by a bishop and that all educators take the rites of the Anglican Church. The Act was aimed at Dissenter schools but never enforced. Queen Anne died the day the act was to go into effect, and it was later repealed by the Religious Worship Act of 1718.
