Gay Vance was the wife of Cyrus Vance (1917-2002), who succeeded Kissinger as Secretary of State, occupying the post from 1977-1980. The two men maintained a close relationship, Kissinger serving as pall bearer and delivering the eulogy at Vance's funeral. On page 267 of the present book, Kissinger makes reference to the Bosnian "partition plan devised by former Secretary of State Cyrus Vance and former British Foreign Secretary David Owen" (rejected by the Clinton administration).
