Bentham's plan for Parliamentary Reform was first written in 1809 but Cobbett's refusal to publish it delayed its appearance until 1817. Bentham maintained that the only solution and remedy for the country's problems was reform of Parliament, including annual elections, virtual universality and practical equality of suffrage, and rectifying the situations of the Parliamentary Electors and Representatives.
