The treaty, negotiated by James Monroe and William Pinkney with the British Lords Holland and Auckland, was signed in 1806, and made public in 1807 but never ratified. It provided for a reduction in British commercial restrictions, but Jefferson rejected it because it lacked a formal ban on the British practice of impressing American sailors into duty.
